What is it i've heard about it being a modified brawl or sequel but what exactly is it?

its a hacked version of brawl,brawl 2.0, A.K.A Brawlee, Melee 2.0, Brawl+

they wont take out falco he is most definitely safe

but they will either nerf him or make him better based on how the hack goes. there are supposedly some videos of them wavedashing and l canceling already

Adding wavedashing to the game requires the airdodging system like melee. Why would they do that?

Yeah...They propably removed it because of wavedashing..
